Resource Management Plan for Sage Hill Preserve San Diego County

Article abstract: Sage Hill Preserve (Preserve) consists of approximately 231.5 acres1 located in the Elfin Forest community of unincorporated San Diego County, California (Figure 1). The County of San Diego Department of Parks and Recreation (DPR) acquired the Preserve in partnership with The Conservation Fund and the San Diego Association of Governments (SANDAG) in 2009. A majority of the Preserve (168.2 acres) was specifically acquired to provide mitigation for projects undertaken by the San Diego Association of Governments (SANDAG) (Figure 2). The remaining 63.3 acres of the Preserve were acquired utilizing grant funding from the Wildlife Agencies Section 6 program and cannot be used as mitigation for projects.

Purpose: This Resource Management Plan (RMP) is one of the requirements of the Wildlife Agencies to allow 168.2 acres of the Preserve to be utilized as mitigation by SANDAG (letter FWS/CDFG-08B0730-08TA0848). This RMP has been prepared as a guidance document to manage and preserve the biological and cultural resources within the Preserve. Additionally, this RMP provides Area-Specific Management Directives (ASMDs) pursuant to the requirements of the Draft North County Plan and Draft Framework Resource Management Plan (Draft Framework RMP) (County of San Diego 2018). This RMP has also been prepared in accordance with the Conservation Easement Deed which requires the property be managed to ensure conservation values are met such that the Preserve can meet its primary purpose – mitigation bank for SANDAG transportation projects.
